A path was built along the lighter strip of grass you might be able to see here for Gandalf to ride along.

This path, on the side of Mount Victoria in Wellington, was where the hobbits hid from the Nazgul in Fellowship of the Ring. Well, we assume it is. It's sort of difficult to be 100% sure as there are a lot of paths in the area and they all look pretty similar.
